Working collaboratively with trusted colleagues across the corporate management team as one of four Executive Directors, you will be a key senior manager responsible for Adult Social Care, Public Health, Commissioning and Communications; modernising services and strengthening partnerships.

You will lead and develop Adult Social Services and enable them to deliver the very best care for all in our local communities. You will have extensive knowledge of Adult Social Care and delivery models, with a sound insight and understanding of the challenges faced in the Public Sector and of the demographic change and impact of aging populations on social care strategy. We are looking for an Executive Director of Resources & Transformation who will be the Single Responsible Officer for our PROUD transformation Programme and who will put PROUD at the very heart of the Council. Working closely with colleagues across the Corporate Management Team, you will lead on culture and thinking, deliver wide ranging improvement and create high performing services. As our Section 151 Officer, you will be responsible for all things financial and a substantial, complex budget.

A qualified accountant, educated to degree level or equivalent, you will know how to manage local government finances in a post-Covid-19 world. You’re highly developed financial planning and management skills will enable you to provide financial compliance and reassurance, your trusted robust financial advice will enable us to deliver the Councils objectives. You will understand assets, debts, reserves; the balance sheet and the bigger picture.

As our organisation changes, Finance must change too. You will lead the PROUD transformation Programme across finance and ensure our teams are able and ready to support a revitalized, highly focused Council.

There’s plenty to build on. Stable systems for payroll, pensions and accounting supported by new technology such as our recently launched Oracle Cloud based ERP finance system “OneSource”. Some areas within finance need more attention including strategic financial planning, estates and asset management.

As Deputy S151 Officer, you’ll need technical expertise, commercial acumen and a developed understanding of what is required when working in a political environment.

You will need to be a current senior finance manager with tried and tested skills to succeed in this role and you must be prepared for the challenge ahead. You will understand complex strategy, be able to provide corporate financial advice and you will lead our teams to perform at their very best. You’ll also be a member of a professional accountancy body, with developed knowledge of local government finances, income and expenditure.

As Director of HR, OD & Administration, your skill and experience in a similar role will be critical to lead on our new ways of working, thinking and delivering.
